Is veigar Busted

Veigar isn't busted. Every single one of his spells got nerfed several months ago, and unless you funnel most of the kills towards him, he's not gonna be dealing that much damage.

An immobile, passive farming, non-roaming middle lane mage in a season of snowball, less than 30 minutes games, 4-5 man ganks and mobility...? Yeah, definitely busted. roll eyes
