You can kite the diver champion that's already on top of you as a Marksman. You can walk out of the attack range of a melee champion that moves faster. You are at fault for getting 3v1/4v2 dived at 100% health, dying, and then losing your turret. If you can defend your tower, your tower is able to defend you. Counter play exists for every skill in the game. Percent max hp true damage is balanced and healthy for the game.

All except that last one are false.

It's fine as long as the champion is built around being just that. If Vayne's damage was taken away from Q and pushed into W, it'd be perfectly fair. Or when it's gated behind something that's reasonably able to be played around, and gated behind a kind of skill, such as FIora's passive.

As long as it's used to promote target agnosticism, rather than being in addition to normal damage, it's actually fairly healthy.

I agree with everything else you said, though.
