Suggested Lucian Nerf

We know Lucian relies heavily on his mobility to dash out his damage in team fights and lane and sieges and objective control and duels and tower taking and 2v2 and skirmishes and tank killing and safety and self peeling etc. While he's not very strong at this time, this nerf intends to encourage better positioning by hitting his movement speed. We'll be monitoring his performance in case we need to compensate for this nerf.
