Make a strong ability, but add a condition to render it useless

Example: you get 1 refund token per year, but you can only refund things bought in the last 3 months.

You get a 1.2-sec cooldown ability that deals well over 1k damage per hit as a game goes on, but it’s melee range and you have no gapclosers/hard CC.

Sivir's W, Ricochet, is a toggle that lets her basic attacks bounce continuously between multiple units (as in it can bounce like Fiddles' Dark Storm with no limit) but each bounce costs mana.

You have an ability that will instantly kill all enemy units on the map, both monsters, minions and enemy champions.

The catch? It costs 6000 mana to use it and has a 10 minute cooldown.

Heimerdinger can have more than 3 turrets at a time BUT: cannot charge new turrets outside base.

or

Heimerdinger ult turret does not self destruct BUT: costs mana to keep it running.

Your ultimate lets you steal all enemy ap, ad, armor, mr, and bonus hp for 10 sec.

You can use it when you have 3 of each elemental drake.
