Rek'sai Ult Irkingly Missing

I finally got to playing a few games with Rek'sai to see how he felt. I used to play him a lot back in the day, so I wanted to see if I would want to get back into him with the little rework.

Something that has been happening to me surprisingly often is Rek'sai's ult missing my target. I'm just wondering if this is intended. It happens when the enemy uses a blink type move right when I pop out from the ground from my ult.

I just want to know if this was intended because it feels really crappy for this type of ult to miss with a such easily obtainable counter.
