They put this on PBE because some Splash arts have to be censored in other regions where this kind of stuff is considered Taboo. For example, They had to censor Karthus's 
Classic Splash since his skull was visible, hence was considered taboo on certain servers. Another Example of course was Grave's 
Cigar (Which sparked a League Meme in the community). I did read a Reddit post about Eve's new Splash, I believe we on NA will keep the original "Risque" splash while the Censored one is used instead on other servers. If you ask me, I'm fine with either version. The artist did a fantastic job on Eve's Splash arts & I'm happy with them (The artist even made several designs besides the final one, all of those even looked great despite being concept art). So no need to panic, we're good!
