What's going on?

I've been leveling up an account and I'm currently at level 29, and I'm maybe at a Silver 1 skill level. I've had an account in Gold 4 last season, but I just wanted another account to start fresh again. I've recently been getting grouped with Diamond and Platinum players in normal games. I have obviously been getting stomped and it's pretty frustrating. I don't understand why riot allows this to happen, is it really because the Diamond players are grouped with someone at my mmr and it's equaling out by grouping me with them? I just want to casually play League at my skill level not be forced into feeding and being flamed for playing against a Diamond Camille top lane.
