It's really trash. You basically need full movement speed to even have a difference. Sivir don't even take this runes as it basically don't improve anything. Hec could be the only user... From 3/4 of the champ roster to 1-2 user... this runes is a failure big time.
it is trash though. Even on it's best users it gives pitiful amounts of MS.
They need to find and add utility
The old one did more on Hecarim too ...
