Suffocating because his gills are blocked. Breathing because he's amphibious and can still inhale through his nose/mouth.
I assume he's a mammal like a manatee or some shit, cus he spends all of his time out of the water. Unless he's sucking enough from between his stanky slippery toes to breath or something :V
