Just dropping by to mention that in the case of the title it should be "a 'u.'" "An" and "a" are actually based on the phonetics, the sound, of a word/phrase/whatever and no the letters. Hence it is "an MIT paper," "an hour" and "a used book."

When it gets to single letters, it works basically the same(ans for vowels) unless youre talking about the letter u, in which case its all fucked up. Because technically u, starts with a y sound, which in this case is a hard consonant! Whereas consonants that start with hard vowel sounds use an such as f (pronounced eff) are preceded by an "an"
