That being said, I'm fairly sure this meme is a lie, as every champ/rework released since Kayn has been released underpowered just in case. I believe (and hope) Rito takes the same route with Zoe (definitely not because I already hate her).
Except she is a mage, thus scaling with AP, thus being one of the weakest champs in the game right off the bat when she'll be released if the AP itemisation dosen't get changed
