URF perma bans

Other games have perma bans and I think urf should too, point in case, Blitzcrank and Morgana. I know the game mode is supposed to be fun but with them, it isn't ask anyone on the other team to them, it's hell. Now some people may say this ruins the fun of the champs but the champs in question ruin the fun themselves. Blitz has the q + e perma stun and r for what I call "anti-urf" as it aoe silences and practically makes the 80% cdr irrelevant. Morgana can q constantly and it only takes one well aimed q to shut down someone the entire game. Now you may argue saying: "Blitz and Morg qs take skill, hence the name 'skill-shot'" however if you can spam out the ability there isn't much skill required, just a general sense of direction. You don't have to agree with me just acknowledge that these champs and some others are a bit more powerful than others.
