It should be removed.
its true that flash really warps the game. it's ALSO true that it's almost unnerfable, because no matter what, everyone will still take it. you could increase the cooldown, you can make it so it can't go over walls, you could even reduce it's distance a bit. people will still take it, and the meta may also suffer somewhat for it somehow.
outside of basically deleting the ability i'm not sure what can be done to reduce it's prevalence.
as are boots, nerfs boots
Champions are balanced around flash. Nerfing it will cause a huge meta shift and making a lot more champions unviable.
