you just have to trade with him everytime your cooldowns are up... since he has a weak laning phase, he'll get the short end of the stick when trading with just about any other champ

If it's Veigar support, just play someone like Xayah with a ton of poke or Jhin with a CC-based support and he is either outranged or outCCed. If Veigar goes aggressive on your bot lane partner, evaluate the situation and attack either the ADC or him depending on what both of them are doing (I'd usually attack the ADC early to make him back off, thus isolating Veigar, but all I know about countertrading is from watching Leaguecraft 101, so use your best judgement on which of them to hit).

If it's Veigar mid, just play someone with a reasonably strong early game, some mobility, and a good all-in (Zed, Yasuo, Twisted Fate, Ahri, Kassadin, and Leblanc all come to mind). Even Annie is a relatively good mid into Veigar. He misses his stun and W and all she has to do is watch the minimap, then flash R.

If it's Veigar top, I'd recommend Fiora as a carry option and Galio as a tank option (because of his passive). Heck, even Kassadin top would be okay. If you're really having trouble though, might as well get a hexdrinker. Renekton is such a bully that, unless jungler camps him, Veigar can't do crap early in that lane.
