AP doesn't necessarily mean magic. It's hextech technology.

Perhaps Runeterra is a world where Science and Magic overlap or work hand in hand? Thereby allowing the technology to be much more advanced than it is in our own world? Just a theory, because I doubt RITO has put much thought into explaining this issue, which was very observant of you to bring up.

He uses hextech, which is a fusion of magic and technology. Jayce uses a hextech weapon too, but he deals physical damage. It has no sense at all.

The only magic he uses is transmutation so he can conjure up rockets, grenades and sentient laser cannons at will.
