With the way things are now, this depends on a few variable. Here are some guidelines to help you know when you can take camps. I have included some "ToXiC lAnGuAgE" for your own immersion and enjoyment as if you are talking to your jungler.
Is your jungler doing well or are they behind? If your jungler is not doing well then FOR THE LOVE OF ALL THAT IS FUCKING HOLY DO NOT TOUCH THE FUCKING CAMPS (with the exception of red or blue buff if you are doing well AND are someone who can make use of it (especially if it is more useful to you than your jungler) OR if you ask your jungler if you can have it and they agree to it.) However even in this case if it is still early in the game your jungler may need these to make early clears easier.
Is your jungler someone who needs to power farm or are they someone who spends most of their time ganking? If they are someone that needs to farm for expensive items and need to spend more time farming then DO NOT TAKE THE CAMPS. If they are constantly ganking and haven't touched camps in a while you can ask if you can take them.
Is your jungler less effective at taking specific camps and do they avoid those camps? (for example single target at raptors) If yes, you can probably take them.
Is it scuttle crab you are taking? If your jungler is near the crab at all and could easily take to DO NOT TOUCH THE FUCKING CRAB. Scuttle gives the most xp out of all camps and as things are now, jungle is weak. Keep in mind that junglers gain more xp from killing monsters than you do. This includes crab. However, let's say that your jungler is nowhere close the the crab. in this situation **you are encouraged to take the crab. **In doing so you can deny the possibility that the enemy jungler will take the crab, get vision for your team, and help your jungler with the mobility they get when passing through.
Important notes:
If your jungler is pinging you to fall back from the camp STOP TAKING IT. (unless it is red/blue buff and they are feeding in which case it would be better that you take it so that they don't feed it to the enemy)
When your jungler taxes your lane by taking minions it is probably because they need to do that to keep up with the game. In this case taking the jungle camps will set them back and cause them to be useless in the late game.
If the jungler gives you permission to take stuff it is by all means of course,_ yours for the taking_. And of course this should be obvious but if it is a camp in the enemy jungle even if your jungler has been mostly taking those camps they are fair game.
If your jungler is overtaxing your lane (like taking an entire wave of minions while you are present in the lane and they are not desperate) then by all means tax the jungle
Finally, note that a very important part of jungling is pathing and clear routine. If your jungler has this in mind and you take camps that they are going to take between ganks then you will be hurting them by doing this and they may fall behind as a result.
