Why does Lethal Tempo give Attack Speed but not Movement Speed?

It is the only keystone that is Attack-speed only.

I can't see why it would be more broken on than . I think ADC's or bruisers wouldn't take it either so why this restriction ?

Because its "LETHAL" tempo. Not "let me run away like a little bitch" tempo
