Pantheon Problems-Poll inside riot please respond

Ok, so i have been playing top lane lately a lot and i was just wondering why Riot made pantheon.His spear may be his only form of harass BUT his combos are really insane if he gets ahead in farm. I have had this experience with renekton even when behind in farm. Doesn't anyone agree that pantheon is really over looked and his kit needs nerfed just a bit. Im not hating on Riot i would just like to know what the thought process was behind the creation of pantheon and what ultimately is his role in games.

Well, I won't vote yes or no because pantheon just needs to be fine tuned and fixed up, he is not overpowered or underpowered, he is a little too easy right now though, I also feel like his kit is weird, kind of like gangplank, except stronger and in the meta. I feel like his Q shouldn't have such a low cd and high mana cost, I feel like he should be able to rely on his spears but not just build a tear and spam them, they should have a higher CD but deal more damage, for an extra burst when casting his combo.
