Is Quinn working as intended?

I would like some feedback from a Red on Riot's opinion of Quinn within the current game. Right now she seems to fill a unique role as a champion - she was advertised as a marksman, but in the actual game her playstyle feels distinct from any other marksman around. In my experience, her laning phase is based heavily on her comparative range match up. If she isn't out ranged all too drastically (think Vayne), then she can be a tremendously powerful bully throughout laning phase. But if she is up against a Cait or a champion that can effectively poke her down, the laning phase becomes very difficult. During is when I have noticed the greatest variance with typical adc's while playing as Quinn. She does not really want to be bound in a 5 man gathering, with a team that focuses on a "Save the Queen" (or adc) style of play. Instead, her teamfighting is much more fluid and relies more on active thought by the player. Many times when a 5v5 breaks out, Quinn's optimal scenario is not to stick around and deal out as much damage as humanly possible over the course of the fight. Instead, she wants to either clean up the engagement or somehow pick off a crucial target or two before bailing from the fight entirely. What I have noticed is that when playing as Quinn, her E and R give her an unusual amount of disengage potential when used properly. In a best case scenario, Quinn is able to deal some decent damage to everyone on the enemy team during maneuvering, but once the fight starts she wants to nuke one (maybe two) targets as quickly as possible. Doing this tends to draw a lot of focus, so Quinn should then be attempting to disengage and use her ult to peace out to the other side of the map, leaving her team in a (hopefully) advantageous position to continue the fight while she secures an objective.

So to recap, my perception of Quinn thus far has been that she specializes in a mobile, objective-centric strategy. She doesn't want to get caught up in an all-in clash of two teams, because her sustained damage simply can't keep up with other marksmen. Instead she wants to surgically weaken the opposing team just enough to create an opening for her to seize an objective, as opposed to trying to ace the enemy team in a fight (though her ult does allow her to excel in clean up). Is this roughly the goal that Riot was aiming for when they designed her, or am I way off the mark?

quinn is a short ranged marksman. kind of like vayne and sivir and urgot. each of them has their own unique niche. sivir has been redesigned to really comit to her aoe/pushing/ style that she always had. urgot is trickier and needs to be fixed as well. quinn is closer to vayne, but she doesn't have the same hallmarks that vayne does. but she can murderate her targets if played correctly. don't ask me how they do it though. i just die to them. try her mid/top she's developing into a separate role/class

I play quite a bit of ADC (Marksman -_-), and I gotta say, I really dislike, even despise Quinn. Have had a lot of heated debates about her, so in precaution, my opinion may be heavily biased.

I have been around since season 1, so I beelieve I understand the type of game RIOT attempts to engineer. Although they do tend to promote the "Meta", that doesn't necessarily mean you need to play the META that exact way. You don't need to send Quinn bottom lane with a support, she can be effective elsewhere and still perform the Marksman Role. Just like a vayne, you are waiting on your ultimate to have lane presence against a long ranged opponent in lane, not specifically meant to out-trade them prior. In regards to teamfighting, she is lackluster in a true 5v5. She is definitely geared towards skirmishes and/or dueling. If a 5v5 breaks out, but it starts shifting into smaller skirmishes, she can excel by picking off the target, by passive proc, e, passive proc, and ulting inbetween/before/after for some serious burst. She has an extreme potential to roam as well, not the marksman stereotype, due to her MS on her ult.

But, from a "professional" outlook, she doesn't provide what vayne can in this meta, (ALTHOUGH, VAYNE WAS NOT PICKED AS OFTEN AS OTHER MARKSMAN DUE TO THE WAY GAMES ARE PLAYED IN THE PROS!) due to the fact that vayne has extreme repositioning ability, including a stealth, and a knockback, while quinn is a more "all-in" sort of deal, I understand she has the E, but it really begins to bring her out of the fight, rather than into it, which counteracts her "all-in" burst potential. She can be really effective, but, she cannot poke very well, or reposition herself to get away AND continue to fight effectively THAT well.

TD;LR : I believe RIOT wants Quinn to be the way she is right now, just that the META of poking and objective sieging, rather than roaming to pick someone off in professional play, she is not as effective for pro play. BUT, she can be effective in any other sort of play, so she's "OK" in my books.
