@Riot, about your Patch Forecasts...

Remember back in February when Certainlyt was quoted as saying:

In reality, the Live Team tends to buff about as much as they nerf. A few factors lead to the perception that our balance is nerf heavy

http://www.reignofgaming.net/redtracker/topic/110213-does-riot-only-nerf-champions

With your recent Forecasts, it becomes more and more apparent that this statement is flawed, and it is not just player perception that makes the patch changes seem only like a bunch of nerfs; the nerfs are in fact very real, and very impactful compared to the so-called equal amounts of buffs.

One look at the most recent forecast for 4.9 tells you that the design team is very much focused on nerfs to the current roster of OP champions.

Kha'Zix > Looking to get nerfed

Kassadin > Going to get nerfed as well

Kayle > Too strong, nerfed

Braum > New champion, potentially too strong at release, nerfed

Pantheon > Follow up to an undocumented change to his ult which had major impacts to his gameplay, potential quality of life buffs

Jungle > Carry champions are getting too much XP, nerf to the entire jungle as a whole in hoping that it will affect the carry junglers more than tank/utility junglers

Going by the forecast alone, there is only one champion who is the major focal point for any sort of buff in the immediate future, the rest are all centered on nerfs.

That's a major concern, especially when there are objectively champions that are struggling to survive in the current game environment and are in need of some love (I'm not just talking about champions that are outclassed by the current OPs that Riot is currently looking at, I'm also talking about champions who are legitimately underpowered, outdated and neglected for absurdly long periods of time like Poppy, Gangplank, Galio, Urgot, Olaf etc. as well as champions with viable but clunky playstyles like Fiora and Victor), why aren't any of those champions ever on the forecasts? Yes, I'm fully aware that a lot of those champions still have a long ways ahead of them and aren't going to be in the very next patch, but so are a lot of the champions mentioned in the forecast to be nerfed, but that didn't stop Riot from including them in the forecast to let us know that they are working on them, why can't they do the same to champions that could use some love?

Riot, if you do in fact buff as much as you nerf, couldn't you at least take the time to share with us some of the things that you are working on with some of the outclassed champions? Because with the way you are currently portraying your patch forecasts, the impression we are getting from them is not:

"What exciting changes to our favorite champions can we look forward to next patch?"

But more of:

"Oh great, what champions are they going to ruin now?"

And that's the problem with your patch forecasts being metaphorical hit lists for champions that are too strong and need to be toned down. Nothing else can be interpreted from these forecasts besides that.

If people only see champions who are potentially going to get nerfed, what happens when those champions get nerfed and fall out of favor making way for new popular picks to hit the field? Are you simply going to nerf them as well while the underpowered, never buffed champions remain in the dust forever? Because I'm sorry, but just nerfing OP champions does not instantly make a UP champ viable, you have to buff them to let them meet the previously OP champions halfway. Again, maybe you are in fact looking to buff certain champions, but judging from the forecasts, it really doesn't seem like it to us.

tl;dr Forecasts only seem to list upcoming nerfs, nothing about buffs to outclassed/underpowered/clunky/outdated champions which is rightful cause for player concern and frustration.

You're using 1 Forecast. 1 Forecast isn't enough evidence, and you haven't considered the other patches at all.

Also consider that Riot tends to make more changes than just those noted in the Forecast.

Well said OP.

Yep. OP hit the nail on the head. Despite all the evidence suggesting that nerfing the problem mid laners isn't going to fix the problem of the top heavy meta, Morello's hands are itching to beat the crap out of some mid lane champions with his nerf bat.

Today, it's Ziggs Leblanc Soraka Nidalee and Lulu

After the nerf bat beating is finished, I think it will be Annie Heimerdinger Karma Swain and Veigar

I'm not 100% certain of the bottom 5 champions I listed, but I know that 5 champions will take the overnerfed mid laners' place once the dust is cleared. If you need any more evidence, I will redirect you to this guy, because he explained it a helluva lot better than I could. What Riot's #1 priority should be is to diversify the champion pool. That's the only thing that's going to fix the problem. When Gangplank, and Darius, and Maokai, and Shaco, and Taric, and Skarner, and Xerath, and Fiora, and Kog'Maw, and Miss Forutne, and Ashe, and Janna, and Alistar are all back into good shape, your problem will evaporate. I Garentee it. In addition, the top tier champions should not get whack-a-moled alongside with buffs. That only adds to the problem. Meaning no more Olafing to champions that are problematic. Find the root cause of the problem with the champion's kit, and only fix that problem. Don't add exuberant mana costs as a tie in bonus, don't overkill the cooldowns, just fix the inherent problem.

A lot of us are very concerned that the Reds really are flying by the seat of their pants on every issue in this game. They're using every idea that they think is problematic, instead of tossing ideas they disagree on. I don't like beating the crap out of anyone, especially a company that actually listens to feedback from the community and implements their idea and offers fair business practices, but I'm having a really difficult time defending Riot's actions.
