Do most even know what champions are strong?
Why do I ask this question? Most of the time the champions that are considered OP are the ones being played by Pro players. The reality is most champions in the game minus a few that really need reworks have potential to be flavor of the month. Most only know what is strong due to confirmation bias.
Many are afraid to innovated(heck even many pro players).
Often times there are champions that literally have not been touched for months or even more than a year in some cases.
Look at Draven. His passive was not change for a year. People start saying he was OP because of pro play. If he was so "OP" then why was nothing said until a year later?
I would even argue the same logic with Kassadin. Before people instant banned him he barely if ever got any changes and the changes were not even big ones. Heck Kassadin might as well could have been considered Free Elo for years but few knew of his real power.
Same could be said about Annie. No one played her much until people saw the support player from Royal Club. Now she is getting nerfs but before then she was barely if at all touched as far as gameplay is concerned.
There are just a few examples. There are many other champions with similar.
Most champions are strong aside from the ones that really need a rework. People just got to figure out how to build and play the champions. Look at Darien's Warwick or maybe I should say his Weedwick for people who like American 420 culture. Warwick/Weedwick prove to be very effective in the LCS. While Warwick might not be for every team comp he can really be a strong champion if played right.
Also note strong does not mean OP. If something is mega OP like a release Darius or Zhao Xin then the champion is of course going to be nerf to be viable but not broken. I would say we need a game with all champions being strong. Think of the hypothetically game were all champions are flavor of the month.
