Depressing Champions & Why I Think it Doesn't Help

I believe that improving every champions abilities and stats are a more effective way of balancing League of Legends rather than lowering the stats of certain heroes. I personally do not enjoy playing with heroes that have been weakened and depressed, who does? If the hero is tweaked and had his ability changed a little that is acceptable for me, but if a hero is suddenly has his abilities do less damage and had it's effects reduced I would be very unhappy. I hope that the creators and developers of League of Legends boost every heroes abilities as a way of balancing rather than boosting some heroes and weakening others. I hope that the League of Legends creators will heed my advice because I really believe that improving every heroes abilities rather than weakening certain heroes will be a much better and enjoyable way for creators and players alike to enjoy the experience of League of Legends.

I don't think that buffing or nerfing is strictly the better way to go but given the wording of your options, I have to say "lowering is fine". Ideally, Riot would deliberately decide an intended power level and would strive to buff champions below that level and nerf champions above it.

They definitely must not always buff to the level of the strongest champion. That handcuffs them in design. If they make a mistake and accidentally create a champion that's much stronger than intended, then they're "forced" by a no-nerf policy to buff every other champion.

Of course, implementing and maintaining a deliberate, consistent level of power might not be possible. This isn't a CCG where it's okay for some cards to be OP, some to be UP, but everything is fine if the average level of power is about the same, release to release. Constantly tuning 100+ champs while also releasing new ones is a big challenge. I think they could do a better job of it but probably never a perfect job.
