Champions who basically need reworks, but won't get them for ages if at all.
Just thought I'd throw together a list of champions who need reworked for one reason or another, but likely won't get reworked just because Riot doesn't care enough about them right now.
Feel free to suggest more if you can think of them.
Note that this list is intended to be of champions who haven't been announced for sweeping changes/reworks.

Twisted Fate: Some of the lowest burst in the ENTIRE game for a mid-laner, inefficient mana costs, short trading range, and a high skill floor. While he usually sees some high-level play here and there each season, he's always either far underpowered or overpowered. His current kit does not work, and flippant balance changes once a season aren't fixing the issue.

Kha'Zix: I love my space-death-bug, I really do. But he was designed a champion built wholly on the concept of variance per-game based around his evolution concept. However, after repeated nerfs, he's completely stuck. There is no reason to evolve his Void Spikes whatsoever after they've been gutted. Jungle Kha'Zix players almost unanimously evolve Q->E->R or E->Q->R, and lane Kha'Zix players (who, thanks to his strong laning, have caused jungle Kha'Zix to get nerfed heavily) evolve Q->R->E or Q->E->R. His champion concept has been killed.

Ezreal: While new players (and yes, you're new by these standards if you don't know this) only know Ezreal as a sort of weaker middle ground ADC between Lucian and Jinx, Ezreal has shifted between being an AP and AD Carry several times in his lifetime. Riot seems to have forgotten this, and Morello even goes as far as to call AP Ezreal an off-build on the same level of gimmicky-ness as ADC Annie. After several heavy nerfs post-s2, Ezreal has been left a shell of his former self.

Renekton: Renekton has been deciding top lane matchups since his release. While he doesn't see play as often as you might think, most of the top lane meta is decided with "can X champ beat Renekton top". As a result, he either doesn't see play or rolls people with his massive early aggression, but tends to fall off later.

Soraka: No matter where Soraka is at, she has issues. Every time a Soraka rework is brought up though, whatever rioter who happens to comment on it usually comes out with the answer of "we're scared to rework her", probably in no small part due to the massive hatred of the Karma rework.

Thresh/Blitzcrank: They're probably never going to see real reworks, but these two are almost always near the top of the ban list, due to their ability to snowball a lane incredibly hard when played properly.

Diana: Tanky Burst Assassin Mid Jungling Duelist. Sounds like the AP version of Lee Sin. Joking aside, Diana suffers from not really knowing what she's supposed to be, and as such is either overpowered or underpowered, depending on the times. She needs some kind of sweeping change to identify her as a specific role, because as she stands, she's not going to work.

Every ADC: Throwing this one in here for personal opinion, but a class who's whole point is "try to right click as many little blue/purple midgets until you're 30+ minutes into the game and can kill entire teams if you're not quickly knocked out" doesn't seem like a good idea to me. If they were specifically good at killing bulkier targets and towers, the meta of the game would change considerably.

Either all mobile, or all immobile, mages: Immobile mages are far outclassed by their mobile counterparts, with (very) few exceptions, who usually get nerfed as soon as it's shown they can compete. Part of this comes from a heavy emphasis on what Riot calls "pushing power", which, most of the time, they point to as the difference in strength between an immobile and mobile mage that keeps the balance. However, as the meta will show you, it's definitely not enough to be able to put 3 more minions on the opponents turret each wave.

Melee Carries:: Such as Fiora, Tryndamere, and Master Yi. When they're behind, they're usually useless, and when they're ahead, they're usually steamrolling everyone with little effort.

Annie: The champion as a whole really doesn't have much of an issue, it's mostly her Ultimate, which, when played properly, is a point-n-click near-instant AOE stun whose counterplay is "stay out of Annie's range. Veigar could use a rework for a similar issue.

Orianna: She's fun, and she's powerful. These are supposed to be good things. But her combination of supportive and offensive abilities combined with her massive burst, teamfight potential, and fairly consistent DPS causes her to get played very frequently in high levels and she hasn't been anything lower than a "good" pick in ages. If there's going to be a more open champion pool, champions who are always good, all the time, need looked at.

It needs to be a true damage execute and much harder to get away from so people facing him will actually have to think whether they can get away from it.
