Skillsets - A [in]constant allocation?

I just played a nice little game as Sivir. Doing so I, once more, noticed that on some Champions, especially the older ones the skills are not allocated to the keys as consistend as one would hope for.
I am aware, this is a knowen issue and Riot already put down a statement on this topic, but I once more wanted to talk about it.
So lets try to bring some light in the darkness here.
Usually, at least for all the Champions that came out after ( I guess) season two the skills are allocated to they QWER keys by a certain system. Just to break it down very briefly, since my explaination won't be a hundret percent accurate, this system looks as follows:
Q - Harras/Poke/Dmg W - Utility (Stun/Dash/Slow etc.) E - Mixed Dmg > utility (mostly AoE) R - Ultimate
So as I already mentioned, this is not accurate but for most champions it works like this. Some champs do not fit in this grid due to their skillsets which provide more or less AoE/Dmg/Utility.
So now back to my example, I just played Sivir ( Still learning) and the first I noticed is, that I mix up her W and E ALOT. Why is that so? Well most of the Champs I play fit in the system I described above. It feels more natural to hit W for utili. For example. I play Viktor, his Stun is on W, I press W when a gank comes in, stun, stay alife. Pantheon: I want to engage, Q, go for the stun W, hit E and go for Q again. Once more the utili is on W. Lissandra, W is a AoE stun and the list goes on
Most Champions follow this. There are this champs with minor exeptions. For example Jinx, Q Dmg harras, W utility skillshot (plus dmg), E AoE stun. Well here we have a case of two utility skills, but still (at least for me) it feels natural since the spells seem not displaced. Considering that both spell are utility skills but the later is an AoE skill the system still is kept intakt since most E skills are somekinde of AoE.
So this consistant skill distribution is not just an interessting coincedence, it is due to the nature of lazy ass human brain which likes reoccuring patterns. We simply work better when there is a pattern we can relate to and do not have to remember everything, just learn the system and you are good.
This makes it easyer for people to learn new champions, since they do not need to remeber every spell and its location. One only has to leanr the distribution system once, the rest is fine tuning.
Riot already noticed this and tries to stick to that for every new champion ( as far as I know) and admitted that some champs feel awkward due to an arbitrary skill distribution. They already considered to change this BUT, and here comes the other side of the coin, they feel this would cause alot of trouble for the veterans and people who main the affected champions.
These people already learned the different systems and have no trouble to switch between the differen champions with different allocation grids. They do not want to trouble people with a change in the allocation of skills which most likle would lead into a lot of frustation and might even destroy the love between some summoners and their champions.
So for now I just wanted to know what you guys think about this? There are two sides. Change to make it easyer to learn the game and now champs. Leave it as it is to not confuse everybody who is already used to the inconvenience.
Would it bother you alot?
I have to admitt, even though I would like to straighten this out, I most likely would have to put Ahri away from my list of champions I am always happy to pick. I just don't know how long it would take me to get used to her charm being on her W and not her E anymore.
