Is it possible for me to join the PBE

On my old file I was a positive player and was only banned once by troll reporters who reported me for no reason cause they wanted me banned. But my account was hacked and moved to oceanea servers I got it back thanks to one of the Riot team members but it's on oceanea servers and is REALLY LAGGY so I made a new account but its only lv21 is it possible for it to join the PBE if they were to check the records for my old account?
