Rune revamp suggestions for more flexible/customizable lvl 1-20?

not really a forum goer but,
from most practical suggestion to least practical:

-First suggestion:

  • Levels 1-10

  • unlocks 3 (tier 1) rune slots per level

  • Levels 4, 7, & 10

  • unlocks a (tier 1) quintessence

  • <Levels 11-20>

    • unlocks 3(tier 2) rune slots per level
  • <Levels 14, 17, & 20>

    • unlocks a (tier 2) quintessence slot
  • <Levels 21-30>

    • unlocks 3(tier 3) rune slots per level
  • <Levels 24, 27, & 30>

    • unlocks a (tier 3) quintessence slot

-Second suggestion:

  • reduce the price of non-primary (tier 1) runes by 30%-50%
  • reduce the price of non-primary (tier 2) runes by 15%-20%
  • general reduction of the price of (tier 1) runes

-Third suggestion:

  • primary rune icons in shop should glow brighter or should be distinguished as better than their corresponding non-primary runes of the same tier and effect
  • (minor suggestion) visual cues on the summoner icon or character icon before(and/or during) game, that distinguish what kind of runes that particular summoner is using,
  • I don't mean for this to be particularly large or too additive to the current visuals,
    -I mean this suggestion to be as small a minor dot/orb or corner border that glows red/yellow/blue depending on the prevalence of primary traits of runes on the currently selected rune page (ie. 30 slots filled with ad runes would give off a red visual cue because ad typically comes from ad runes; tier 3 runes gives more prevalent glow than tier 1 runes)
    -this would basically be a visual summary of what you can look up under "runes" lolnexus during a game

not that the game should be too focused on the customizability of early summoner levels but,
These first two suggestions aim for a more vibrant solo experimentation, with less dependence on friends, of the rune system by level 10; just as much, having a full 30 slots open to to tier 1 runes is much more useful than 9 slots and a quintessence that aren't eligible for tier 2-3 runes in the first place. It doesn't break the natural wait for level 20 to buy tier 3 runes either.
The latter half of the third suggestion would work more practically as a visual treat for low level summoners who would actually benefit from 30 life-stacking runes or 30 ad runes; but it would also still work for a player with 10 tier 3 primaries of a seal but only a combination of lower tier marks and glyphs, in that case it would still glow more blue to correspond to higher glyph levels. I do realize the visual rewards would be a lot less prevalent with a fully balanced set that veteran players would have, hence the minorness of the actual integration.

unlock tier 1 all slots by level 10, all tier 2 by level 20, tier 3 for 30
open up early level customization
and visual treats for that customization
honestly shouldn't be game breaking unless you intend to go rune-less until level 20 with this revamp suggestion
