Clarity?
I think it needs a revamp as Heal did, maybe a passive effect? Maybe increased mana regin after the initial effect, or a larger pool in general? Maybe a movement speed buff?

It's based on a percentage unlike heal which is a static amount. That alone accounts for a much greater effect than heal does. For simple math, let's say you have a manapool of 1000. That would grant you 400 mana and that is more than enough to make your escape, kill a target etc. As opposed to just healing a flat amount like 200.
Clarity could use a buff and seem to remember riot talking about trying to make some of the less used summons's more viable. I don't like the idea of a MS buff as that is exactly what heal does. the main issue with clarity is it has to be a % as there is a huge variety of mana pool sizes. then the issue is that it doesn't scale well into late game as most champs "grow out" of there mana issues. there are exceptions to this but there are rather specific. maybe like using it grants 10% cdr for a short period that can break the cap. making it worth on more bursty champs like lb or arhi, where it is really only good on like 3 champs as is.
