[Rune Rework] Changing Scaling Runes from Flat to %

The flat runes are in great spot, even if some of the stats are questionable. The goal here is to change the way scaling runes work and thus make them more appealing for late game while the flat runes are for early game.

What I propose here is that the scaling runes are changed from flat scaling to percent scaling.

Disclaimer: Numbers are merely theoritical until properly tested, such as in the PBE, and are subject to change.
Some examples include but are not limited to:

  • Greater Quintessence of Scaling Attack Damage now increases Bonus Attack Damage by 1.65%.
  • Greater Quintessence of Scaling Ability Power now increases Ability Power by 1.65%.
  • Greater Glyph of Scaling Mana Regeneration now restores 0.1% mana per second.
  • Greater Glyph of Scaling Armor now increases Bonus Armor by 0.25%.
  • Greater Glyph of Scaling Magic Resistance now increases Bonus Magic Resistance by 0.25%.
  • Greater Seal of Scaling Health now increases maximum health by 0.2%.
  • Greater Glyph of Scaling Mana now increases maximum mana by 0.2%.

The exception to the rule that immediately comes to mind is the Scaling Cooldown Reduction, which should be removed IMO.

New Runes that can be added: (Work in Progress)

  • Greater Quintessence of Scaling Hybrid Penetration: grants 2% Armor and Magic Penetration.
  • Greater Quintessence of Weaving: Damaging a Boss Monster or Enemy Champion with a Basic Attack increases spell damage by 0.5%, stacking up to 3 times, and damaging a Boss Monster or Enemy Champion with a spell increases Basic Attack damage by 0.5%, stacking up to 3 times.
  • **Greater Quintessence of the Scavenger: ** Slaying a monster generates an additional X gold.
  • Greater Seal of Flat Health: Increases health by 2.8.
  • Greater Quintessence of the Spell Blade: Performing a basic attack increases Ability Power by 1.4 for 8 Seconds, stacking up to 5 times.
  • Greater Quintessence of the Rage Blade: Performing a basic attack increases Attack Damage by 0.6 for 8 seconds, stacking up to 5 times.
  • Greater Glyph of Restoration: Regenerates 0.2% of missing mana per second.
  • Greater Seal of Perseverance: Regenerates 0.1% of missing health per second.

I do not have any new ideas on how to increase the IP gains, aside from just increasing the IP amount.

Making them scale %-based makes them a lot more snowbally. They become a lot better when ahead and a lot worse when behind. Keeping them raw stats/level makes them a lot more reliable. Also, flat runes are used to snowball. With your suggestion you can pick between snowballing harder or being more likely to snowball. Not entirely sure this is what you were aiming at.
