He went from overly strong, needing absolutely 0 skill to play to being more skill dependent, so of course he looks weak. Put people maining no skill (point and click champions with very little actual decision making or mechanical interactions) on any skill based champion nd you'll see them struggle at even a full tier or 2 under their current rank.
Before, anyone could easily play wukong and carry without any champion knowledge. Pressing q e r doesn't really take any champ knowledge. In team fights he just has to try to hit as many as he can to do his teamfighting job.
Fix wukong by changing his W so that it is less gimmicky and give him a skill shot so that he takes some skill.
