The video you want to make is related to LoL, but LoL skills aren't necessary to make it - video production skills are. Rather than posting somewhere with a focus on LoL and hoping to find someone willing to do video production work, I recommend posting somewhere with a focus on video production work to simply find a competent contractor, and they will be capable of producing a LoL video or any other type of video. Try Craigslist or freelancing sites.
