I have a couple of tips for you. This helped me get better at the new Veigar.
First, you have to max your Q. This is very important. Then, put a point into his meteor, and use it as a zone control/bush ambush.

Save all 9 of your points for level 18. Veigar is one of the current champions that can actually put points into his Q if you don't buy a skill.

i had such high hopes for the veigar changes despite what others said, oh well... i wonder if i can get my ult skin money back since ill probably be never using him again

Your doing it wrong. >_> Obviously havent played veigar enough to know there is a middle to cast in. then you don't charge towards your circle when you have them caught in it. you know there is a cast time yet you continously cast while chasing people faster than you....

Let's face it, veigar was not designed to be an assassin that can initiate from 1000 range with a 2.5 sec aoe stun and basically just press RQ and vaporize the enemy AP
I actually played veigar in ranked because the enemy mid picked Orianna before me. He had some decent harass and did a good job of denying CS. Then I recalled and came back with 2 dorans rings and I just pressed EWRQ and he literally exploded. He had barrier. True story.
After that he came back to lane and every time my ult was up he was dead. Couldn't do anything, because I just landed those easy to hit E's every time lol
So these nerfs are well deserved although I feel the delay on W could be a little less now that the stun is nerfed
Veigar mains who complain that he has no defense now, zyra/brand/karthus would like a word :d
Love how that stun has to practically be in melee range to land anything.

Veigar saw a ban and a pick or two, along with a core item taken out? Why don't we just kick him up his butt and give him a delay? It's so much more healthy! This is totally no going to screw over all the viegar players?
im going to make one with velkoz where my entire combo is nullified by 1 dash and my ult actually gets me killed yet i dont bitch on forums every day.
the problem is that for the first time ever veiger has to actually have some setup to delete other players and you have to have some skill in order to stun an entire team for almost 3 seconds
I have so many jokes and all of them are healthy.

After 30 seconds I thought I had watched the entire video. I thought I had seen multiple minutes of misses by 30 seconds, when I realized I still had 2/3rds of the video to go I was very sad. 
Easy way to make him stronger without breaking him: increase the range. The range is tiny, especially when it's not point and click anymore.
