No offense, but do you at all know what you're talking about? Out of 139 champions, he is the 65th most picked champion in Normal Draft and 71st in Ranked Draft according to op.gg. With those stats he's sitting exactly in the middle and is by no means a popular champion that gets played "so much".
On top of that, Shen was desperately in need of a new skin. His last skin was from May 2013, over 4 years ago. His last non pro-play themed skin was from April 2012. He is in the top 5 of champions who have gone longest without skin.
