Why have i been honor 2 for like 5 months???

I'm non toxic, (admittedly very rarely i'll get a bit pissed at my team if they do something profoundly stupid like trying to 1v4 under tower at level 2) and i get honors regularly. It says that I've reached the last milestone. What gives?? My friend got honor 3 in like a week and he has a tendency to get pissed at people flaming him (which he has every right to do, i just mute them )
