Well, considering Riot bought up an independent gaming company, who was mostly former Street Fighter 4 guys, who were making an ability cooldown focused 3D fighting game called Rising Thunder, I think it's pretty safe to assume Riot is already working on something like that.
It's been abandoned and it was released completely free if you wanna try it.

Trying to re-make smash bros but with the only difference being the characters is likely going to lead to a flop. You're going to have a tough time out-doing smash bros. with their own formula. And Nintendo have a much more recognizable cast.
Maybe make special abilities have CD's, visible to everyone playing so that everyone can fight around the timing of those abilities.
Include spawning neutral enemies that give buffs when defeated (like red and blue buff).
Allow each player to bring two "summoner spells" that have long CDs or limited use to augment their character choice.
Or a whole slew of things that would reference the main game while still bringing something new to change how the game is fundamentally played.
Would be cool.
Everyone could do neutral B offensive summoner (ignite, exhaust, or smite which would be red smite in functionality which is basically half-exhaust half-ignite) Can't block them, but you can dodge them/summoner them off. These would be selected at the character selection screen, and would be linear projectiles with a speed similar to Zelda's forward B once it's at max speed. Probably usable every 10 seconds or so. Exhaust would just lower damage slightly and cause slowed movement. Ignite would be a way to chip away at players who block too much or didn't take Cleanse, Ghost, or Flash. Smite would lower damage half as much as Exhaust and would burn enemies you hurt by other means.
And then R + direction would be your defensive summoner (ghost, cleanse, heal, barrier, flash) Note, these cannot be super spammed like the SSB dodge roll. They would have a 5-10 second CD. Characters can always block regular things though, and a power shield would still be possible (2 frame block window).
Flash Functionality: Strong dodge and short range recovery move Self-explanatory, instant blink effect, Can be used in the air in lieu of your up + b or side + b. Causes free fall effect when used in air. Useful on characters that lack good recovery moves or mobility and useful against characters that rely on strong spells hitting.
Ghost Functionality: Lesser dodge, but with increased air and land mobility Would be a dodge roll that allows you to path through projectiles and enemy characters for a second or two. Can get you some mid-air lateral speed as well. Useful on characters that have multiple jump charges (like Kirby or Jiggs) or characters that need to emphasize their lateral speed.
Cleanse Functionality: C-C-Combo Breaker Would work while you're being combo'd/stunlocked. Could get you out of a grab, or other CC effect from a skill. Would provide a second or two of hyper armor. Useful on characters that are already mobile, but squishy and need a way out of a grab or a combo.
Heal Functionality: Prevent high percentages over longer periods of time Would remove a few damage percentage (10-15%) from your character and give you a small speed boost. Using heal means you do not have a dodge, anti-launch, or combo break ability, so it is to be used on characters that can dodge with their skills, or attack from afar. Also, you can only gain the full heal after a suitable amount of time between uses (probably 1.5x the cd otherwise half) Useful on more mobile characters that like to fight away from the fray. Good for staying on lower % over longer periods of time.
Barrier Functionality: Big damage prevention and anti-launch while it's above half durability would give you a ~25% shield that lasts only a few seconds. Used to deaden a heavy attack. It would likely also prevent launching until below half. Useful on any character that likes to be in the thick of things. Gives a 12.5% window where you're treated like having 0% regardless of what you have otherwise. Edit: (changed from hyper armor)
After those things are accounted for, your individual characters have their Q W and E assigned to the directional B skills, with their ultimate being a final smash of sorts.
