So this nami is 19/36 in ranked and is Silver 5 with a 36% win rate. How is she still in silver?

Sounds like she either soft-trolls when she gets support, or she was boosted previously and is now falling back down to where she belongs.
When you have recently finished your placements you get "hard" demotion protection, and when you were recently promoted to a new division you get "soft" demotion protection. When you get demotion protection it significantly lowers your lp gain and increases your lp loss rate. This is how I didnt drop many divisions after my placements even though i had around a 20-30% winrate for my first 40 games
