why not just balance the game?
intentionally keeping it imbalance for "new metas" is boring as fuck. If you would just balance the game it would be more fun.

If you're playing solo queue 90%+ of champs are already viable
Also keep in mind there are about 1m variables in this game. Try balancing that.

Ok, how would you balance the game, how would you perfectly balance the game and make all champions viable?
The game is impossible to "balance" from many perspectives. Mathematically speaking there are literally billions of variables with regard to this game---but the bigger issue is the human element. Since every player has different levels of skill, understanding, reaction time and player patterns (not to mention various biases and variability within their own play levels) it is completely impossible to take all of these into account.
It's also because the 50% win-loss ratio system; it forces you to go in the far stronger or in the far weaker team, that's why there is like 1 balanced game over 30.
Why not just achieve world peace?
