I could see a lot of mages working well. The speed boost is pretty great on mages since mobility is usually their weakness, its just never been as huge as the speed + aspeed on adcs so nobody blood boils mages.
It'd be hard to close in on an artillery mage with perma-speed from BB, and all their AoE with the AP buff would annihilate teams.
Kayle ADC would be cool, if for no other reason, then to have a realistic full Pentakill team.

You actually mean Kayle or Azir, though, since Blood Boil still gives AS too.
Lets see. 120 AP is 2500 gold worth of stats. So an AP Nunu pressing W on your mage gives your team a 5000 gold advantage and he can keep this buff up indefinitely with a little bit of CDR.
Yeah that's definitely not making it to live.
