I started playing the game last month and now i got hacked and banned. I contacted riot support but all they did was tell me what happened to my account and copy pasted their TOS. I want my 10K RP back on a new account!!!

Not much can be done on the boards about this.
For one, people on the boards have almost no information about what happened with you. Two, people on the boards have no power to get any worthwhile information nor do anything about it.
Your only option is support tickets. Check your match history for games you don't recognize and bring up that your account was hacked. Riot will be able to check the validity of your statement (if they haven't checked already).
If you were using scripts to cheat and got caught, nothing can be done about it.
the issue is there is no proof of you having 10k rp and it's possible you're bluffing just to get 10k rp after playing for only a month.
