Removing Perma Ban

Ok so, this is probably a hard decision and huge decision what I think is you should remove the perma-banning for the ragers you might be thinking right now "Pff, why so?" "stupid idea" let me finish my sentence first. "Pff, why so?" - An answer to this is because everyone has their own rage meter what I mean is that some people rage from nothingness some from a pure wish, some because their day is bad and now it got even worse from the in-game performance. Me personally a one bad teammate is enough to make me rage and by that said I don't like the permabanning function because it takes time to reach the goal that I'm right now besides time it also takes something from your future let's say I'm still a child I'm still going to school and instead of investing my time on studying, learning, education I invest it in the games better said in League of Legends the company/community you work for and all that time just to get deleted like whoosh and that's it you must start all over but in real life with the school, education, studying you can't do that so easily. You're being a victim you can't do something like you could have. Now you might think that this doesn't make that much sense, but here let me tell you in shorter words. It's just useless you make the players invest thousands of money, thousands of hours, you're keeping them at home, you're keeping them away from something, you're keeping them away from reality and once they do something against your thing called "Summoner's Code" that I have just heard about it never opened or got interested in it, you're punishing them with a permanent ban, their investigated time, their new happiness, their new source of life is just away and from my experience it hella does hurt. And your 2nd thought, "Stupid Idea" - An answer to it, it is a good idea instead of punishing them with a permanent ban or a 14-day ban you can restrict their chat for few games if they keep flaming and flaming add another restriction and reduce the time of them getting +1 chat message. That's way much better than the permanent ban in my place I wouldn't feel like I lost something I know I have it there and for sure that it won't go away and someday I might forget that I can type in chat so I will chill my finger nerves not to type everything.

Permanent bans are issued only after repeated, habitual toxic behavior/repeated, habitual leaving of games in-progress or frequent violations of zero-tolerance policies such as no hate speech or account boosting/sharing.

You should have gotten a 14-day ban prior to your permanent ban, indicating your account was walking the razors edge as far as leniency is concerned. At that point you could be reported for something minor and it would probably be enough to flag your account permanently.

Once your account is banned permanently it will not be removed as far as I know.

Permabans should absolutely stay. It helps cut down the toxic people in the community/in-game.

The usual punishment escalation goes like this:

First offence: 10-game chat restriction

Second offence: 25-game chat restriction

3rd offence: 14-day ban (although can be escalated to this immediately if hatespeech/racial/homophobic slurs etc)

4th offence: permaban.

So by that alone people have 3 chances to reform between punishments, and that's quite a lot of warnings and notices that your behavior isn't okey. If people can't start behaving and going by the rules then good riddance to them. You accept the rules when you create your account, so you should follow them also.

Also permabans aren't mean't to reform players, it's meant to kick them out of the game. Riot doesn't want permabanned players to play the game, since they've shown no desire to change their behavior for the better.

you can restrict their chat for few games if they keep flaming and flaming add another restriction and reduce the time of them getting +1 chat message.

Doubt this would work. Riot did the permamuting experiment a while back, where people got over 1.5k games of chat restriction, and guess what happened? People resorted to trolling/soft-inting if they couldn't act toxic in chat.

Those who choose not to follow the rules or read the rules deserve their perma's. Think of it like this, if you were to hop on a server of a game that would have a command to see the rules but you didnt and got banned for violating those rules. They're not going to care if you reply to your ban as "I didnt know it was a rule." or "I didnt read the rules.". The rules are there for a reason and if you dont read them you play at your own risk, because you dont know what offense you are breaking.
