Unable to purchase server transfer

Anyone else is having this issue on Oceania server? I do not see options to purchase server transfer under account. I only see Summoner name change purchase available. I am able to do so in my NA account, but not my Oceania account. Any help would be appreciated. I do see I am able to do Oceania -> other servers transfer in the transfer FAQ section.

I'm having the same issue. Did they fix it ?

Server transfers are disabled until the end of the season I am pretty sure.
