How do I set 1 key to do 2 different movements?

Ive been looking everywhere for about an hour now and still have not figured out how to do this. This is a screenshot from TF Blades stream and Id like to know how to do it for myself.

Wish I could remember but I'm sure it's on Google somewhere. I had my T key ser to laugh and Riot at emote wheel to T toi so now every time I laugh, Blitzcrank ? Pops up and it's super BM.
