Hello i played other moba games but wanted to join lol and try out, but after checking forums i have to ask question is there a rule that doesn't allow me to play before 1.30 as born male? I live in europe i do anderstand this is american company and theyr laws but this looks wierd

No there isn't, it's related to their PAX event which they disallowed males to attend until 2:30 PM.
yes, buts that's if you identify as a male you don't get access to the game until 2:30.
