Well, I did it. I'm sitting at 1034 RP right now. Looks like I'm pigeon-holed in to exclusively buying skins from 2016 or earlier, because all that Riot releases now is 1350 skins or higher. Unless, of course, I want to spend more money.
Sigh..
WHO SPENDS MONEY ON A FREE GAME?
If you have 1034 RP want to buy something that costs 1350, you can always draw some fan art and send it to Riot in a help ticket or something, and they'll give you RP. Not sure if they'll give you that much, but they might if you put some effort into your work.
You could always buy stuff on sale. There's at least 10 skins on sale every week or so, ranging from like 40% off - 60% off. You could easily pick up 2 skins at 50-60% off with 1034 RP.
