Bring back tier 3 boots and add tier 4 boots while your at it
Lets bring back tier 3 boots and while we are at it, make tier 4. Tier 4 should just be pretty. Really don't care about effects.

or just do away with boots ... give all champs base ms per lvl
and add other items in game that have MS with them
This is ancient Shuriman Gold, tied to the essence of the sands, and set for only those proven for the path to divinity.
This basic leather boot will help if I pull it right over them.
