Few questions that should be answered about the Cowsep controversy.

This controversy is getting out of hand, and it would not be an overstatement to say that majority of the people think Cowsep is innocent (which he might as well be). With no official explanation from Riot, most people are quick to conclude that Cowsep was banned just for criticizing Riot Korea's policy. In my personal opinion, however, I believe that there is another side to the Cowsep ban.

These questions are in regards to his Korean Social Security Numbers (also known as Resident Registration Numbers).

Riot Korea has banned at least 6 of my accounts (They are not tied to the same social security number, but are legal to play for me, long story, Riot Korea knows it because I e-mailed them about this issue.)

They also had to ban accounts tied to multiple Korean Social Security numbers, which also shows that they not ban my Social Security Number. This was a ban specifically targeted at me. Upon checking my e-mail to see the reasoning for the ban, it simply told me to read the rules.

This is from a comment made by Cowsep on a Reddit thread that dealt with his ban.

There is no way Riot Korea had specifically allowed Cowsep to use multiple Resident Registration Numbers to play League of Legends as that does not fall in line with Korean law. Riot does not trump Korean law, and therefore using multiple RRNs to play League of Legends is illegal. I am not sure what this "long story" is, but it would be nice to get a clarification as to the legitimacy of this through these questions.

Did he get accounts premade by Riot themselves? -highly unlikely, but if they did they would have created accounts that do not need RRN.

Did he receive/buy premade accounts from Koreans? -if this is the case, I am told that this is not allowed in Riot Korea's policy as it is considered "account sharing" even if the owners of the accounts have no intentions to interact with the said account. In fact, since you need RRN to register, the owners would be exposing their personal information to Cowsep which is also illegal.

Did he receive/buy RRNs from Koreans? -if this is the case, this is completely illegal and (although I do not know how it works for foreigners) he could be charged with fraud and be fined. This is a pretty serious offense and Riot banning his accounts are another matter.

For reference, the maximum amount of accounts you can hold in one KSSN (RRN) is 5.

I am not trying to accuse Cowsep of anything, but if Riot Korea had actual reasons on why they banned his accounts, I think this is one hypothetical reason instead of a barbarous and archaic reason such as this :

Riot Korea is banning me simply because I am one of the very few people with a viewership that had the guts to say something about their non-existent player punishment system.

As I am not familiar with Cowsep, I would also like to ask these questions if anyone have answers to it for personal curiosity :

Is it true that he ints in some occassions?

Is it true that he uses vulgar language in-game?

If any of the above statement is true, should he be exempt from the punishments?

I would also like to add that Riot Korea did "manually" ban these accounts so they might have accidentally overlooked the account he was "account sharing", but this is my hypothesis.

Please feel free to correct me on anything.

TL;DR : Without explaining how Cowsep got a hold of multiple accounts with different "KSSN"s, there is reasonable doubt that he could have violated a major ToS as well as a federal law.

Riots silence on this (On reddit and the boards), makes me believe that cowsep is in the right. They tend to be pretty quick on smiting people when there wrong and there right.

Edit:

One rioter took a hit and did respond:

I've just spoke with folks in Riot Korea. As you shout out, these penalties are totally in line with policy, but wowza that timing. What happened is that you did get a look after last week's post and got hit because the rules are the rules. So for this one, we won't be lifting the penalties. It's not retaliatory, it's just kinda thoughtless. tl;dr no one thought about how it would look.

I've got absolutely zero delusions that PB systems work perfectly in Korea (or anywhere else). There are real gaps in our systems that we're working on.

and here is cowseps response to the rioter:

his is total bullshit and you know it. This is definitely a retaliatory ban.

You claim that Riot Korea took a look at my history because of the post. You acknowledge they know of the post and what I'm accusing.

However in my post I very clearly show video evidence of a player that is being blatantly racist to me, and locks in mid Rammus with Cleanse Ghost. Even a PRO PLAYER IN MY GAME is begging him not to int. The video evidence is in the post that Riot Korea is banning me for.

This player was not banned. He is still playing, here is his OP.gg

Are you saying that Riot Korea thinks racism is acceptable but the minor infractions I did warrant them to go in and manually ban 6 of my accounts? Surely they can manually ban the racist guy in my post too.

I have other examples of Riot Korean player behavior people TOTALLY dropping the ball. Search Elave. You're welcome.

Have a great day and thanks for the laugh, Kyle.
