Does Bandle City take in refugees and migrants? Are they like open to taking in people into their city?

Welp I think Rumble was pissed off that Heimer shares the yordle technological knowledge with Piltover. It might be just Rumble being nationalist. But given that they hide in magical dimension that may not even be on Runeterra, they don't sound very comfortable with other creatures.
Only if they can be assimilated into Yordles otherwise they are brutally slaughtered until no mention of them exists.
