A question about Riot's bots in bot games and how they interact with 3rd party bots.

So I was playing a bot game today and noticed that, one of the Bots on the enemy team, a WW, was completely inactive all game. Now I know this is a thing that happens if one of your teammates goes afk as to help make it fair. That being said none of our guys was afk. This is weird, but I always felt that it maybe meant that one of our own players was a bot, the 3rd party kind, because the game might consider the person afk, but I came here wondering if this is true. If a bot was being played in a bot game of league, would riots servers concider that person AFK and remove a bot from the enemy team, or is there some kind of bug in the game right now?
