I've been playing lol for about three weeks and I really like it but my ping REALLY sucks. I play on NA server and the ping goes over 200 most of the time which makes playing normal games harder than it should be.
If there are any players from SEA and have experienced playing from all servers pls let me know which has the least ping

well i mean test the ASIAN servers? korean chinese japanese thai.
tho it will be a bit hard to get into korean. chinese isnt that hard but they might end up banning you. they require basically a "ID of yourself" and the current guide recommends to pick a random number. eventually they ban you if they find out that this number isnt really you.
Vietnam could be a good choice. As stated by Jennifer, the Korean server can be hard to get in.
I am from India and play on EUW. I get around 120-150 ping.
