It's a "Beginning of new season" sale thing. So not permanent, no.
Depending on when the champion was released is directly connected to the price of champions. Also, some champions that are in bundles are also reduced. The intention is that the less interesting champions which no longer have hype are cheaper so they still sell and are also the champions that will make it cheaper to have a basic full roster to choose from without having to rely on free champion rotations.
