because klepto only works on champions, its generally only worth when you can proc it consistently. so unless you plan on playing them into solo lanes, you wont have enough enemy interaction to make use of it. much less these champions want to all in you in a flat out duel, so they don't make efficient use of quick poke to proc it anyway.

Malzahar is a really good champion to play if you are looking to climb :)

His passive is really useful to block spells and attacks, and he's incredibly good at clearing waves and pushing in lanes relatively safely. Fairly easy to learn and play as well.
